Dead body of woman found, police says brutal murder

ITANAGAR, Jul 31:  A 24 year old woman, Migrik Lomi was found dead at her rented apartment at Lekhi village here on Monday. Police says that initial investigation points at a brutal murder.  

According to the SP Capital Dr A Koan, she was struck in the fore head with a sharp weapon. The Nirjuli police have sent the body for post mortem and registered a case under section 302 IPC. An investigation is currently on.

Investigating Officer Techi Nega of Nirjuli Police station said that Police was informed about the death at around 7.30 AM. He said that room was left open and all her stuffs were found untouched.

 Daughter of Nyimar Lomi from Kabu Village, West Siang, Migrik was training to be a stenographer at a local institute. She had been staying in Capital region for less than two months after graduating from Donyi Polo College, Kamki.

The All Arunachal Pradesh Students Union (AAPSU) has expressed shock over alleged murder. In a statement, AAPSU General Secretary Tobom Dai urged police to speed up the investigation and give justice to the victim's family. Further,  he expressed deep concern over growing crime rate in capital complex.

"In the last six month, crime graph has drastically increased. Police and capital administration has miserably failed to contain law and order. But unfortunately, no one is being held accountable for this. We appeal state government to fix responsibilities and take action against the officials if they fail to perform their duties," stated Tobom Dai.

The State unit of North East Human Rights Organization (NEHRO) demanded prompt action by police to apprehend the murderer of Migrik.

Stating that the Capital City is no more a safe place to live in because of the increasing criminal activities, NEHRO strongly urged the Home Department to take necessary steps to check the growing law and order problem.

It also demanded Capital Police to arrest the culprits involved in attack on Ojing Tayeng, who later succumbed to his injuries he received in the attack and, also to initiate legal action under Immoral Traffic (Prevention) Act, 1956 against the owners of the hotels from where dozens of sex workers were apprehended couple of days ago.

Meanwhile, the Galo Students' Union (GSU) and West Siang District Union (WSDSU) have in a joint release expressed deep shock over the gruesome murder of Migrik Lomi and vehemently condemned the incident. Both the organizations have further strongly urged the law enforcing agencies to launch speedy investigation to nab the culprits involved in the crime at the earliest.  

Further, expressing concern over the rise in the number of criminal activities in the Capital Complex in the past few months, both the organizations have urged the Home department to initiate stringent measures to contain such crimes to instill a sense of security among the denizens.

 

 

 

 

Home Minister Waii on defensive mode, three identified for leaking sex workers pictures

ITANAGAR, Jul 31: Cornered by barrage of criticisms on social media after pictures of alleged sex workers were leaked out, the home department on Monday went on a defensive and asserted to find out the persons responsible for leaking the images.

Till filing of this report, the police department had already identified three police personnel responsible for leaking the pictures. Investigation is on.

The Itanagar police is being criticised by all for allegedly leaking out images of alleged sex workers and their inability to trace the pimps and middle men in the sex racket.

Addressing the journalists, Home Minister Kumar Waii asserted that department is taking cognizance over the leakage of pictures of the alleged sex workers said that all responsible would be booked under appropriate sections for violating of duty.

The city police drew flak from Arunachal Pradesh State Commission for Women for leaking out the images of the ladies, stating that it was a comprise on the safety of the women who are already vulnerable.

The City Superintendent of Police Dr. A Koan and SDPO Techi Henyir asserted that police is investigating the sex racket case seriously and soon other accused involved in the case including middle men and hotel owners would be booked.

"Very soon other accused would be booked" assured SDPO Techi Henyir.

"We have just started the investigation. After completion of investigation, all the names of the accused would be revealed" SDPO added.

Ato Ayo, Kameng, Paramount, Park View, Panna , Itafort,  Koseng hotels and Happy and Sun View Restaurants were raided following a tip off resulting in picking up of 15 sex workers.

SDPO said that it was difficult to arrest the customers as of now, till the call records were checked as the customers and pimps do not divulge the names to the sex workers.

She said that some of the arrested had just gathered at Ato Ayo hotel in Ganga Market to be picked up by customers, when the police raided the hotel.

She said that police would find out the details soon.

On high rise in hit and run cases and road fatalities, Home Minister Waii said that bars in Itanagar have been instructed to close down following the rise in drunken driving related accidents in Itanagar.  

He claimed that it has drastically minimized the rate of accidents.  

"We have procured 10 breathe analyzers to check drunken driving" the home minister said.

He also informed that for effective management of law and order in twin cities, a proposal for procurement of CCTV had been sent to the Centre under City Surveillance.

"At every strategic location, CCTV would be installed so that law and order could be effectively managed" said Waii.

The Home Minister further stated that police is working hard to crack the late Ojing Taying murder case, and said that due to lack of evidence and proper information, the investigation is taking time.

 

 

 

 

Itanagar police arrests hotel managers for alleged involvement in flesh trade, four bars sealed

ITANAGAR, Jul 31: In a major crackdown, Itanagar police on Monday rounded up officials of various city hotels for their alleged involvement in flesh trade. This comes days after police arrested 15 sex workers from various hotels of Itanagar. The managers and officials of Hotels namely Kameng, Ato-Ayo, Paramount, Park View, Panna, Itafort, Kosing and Happy and Sun View restaurants have been arrested and a case has been registered under Immoral trafficking Prevention Act-1956.

Informing this, SDPO Itanagar Techi Hanyir stated that police have a prepared report to be submitted to the district administration for cancellation of licence of these Hotels. She also added that police have been closely observing activities around these hotels and major breakthrough was made when sex workers were arrested.  After the starting of investigation it was revealed that managers and officials of Hotels are also involved in the racket running the flesh trade, added SDPO.

SP Capital Dr A Koan said that action has already started and police is linking all the persons and investigation is on fast track. Meanwhile, police also informed that vehicle checking is being intensified including night petrol in capital complex.

Meanwhile, the Capital Complex district administration on Monday sealed four bars/restaurants that were operating without proper license. The sealed bars and restaurants are: Classic Bar, Rasoi, a room meant for gambling at Rasoi, and Appo Bar Hotel PYBSS. The sealing operation was spearheaded by EAC Judicial Kiran Ningo and Inspector Tax and Excise along with the police.

The District Administration Capital Complex has been carrying out the surprise checking of bars and  restaurants since the last few months.

The Capital DC, Prince Dhawan has informed that the exercise will continue to regulate the functioning of the bars and restaurants till all have valid license from the competent authority, reports DIPRO.  

 

 

 

Check credential of colleges, warns Nursing Council

ITANAGAR, Jul 31: In the wake of recent revelation of untrained nurses with fake certificates and documents mushrooming in the state, the Arunachal Pradesh Nursing Council (APNC) has appealed to the young students to be careful while seeking admission into nursing colleges.

With admission season starting many students are readying to pursue nursing courses and therefore council has appealed to the parents and students to properly check the credentials of colleges before seeking admission.

"Many cases of students taking admission in fake nursing colleges have emerged. Our students and their parents are lured by the brokers who promise them cheap fees and job opportunities. Before taking admission,  they should visit the website of Indian Nursing Council at www.indiannursingcouncil.org and also contact office of Arunachal Pradesh Nursing Council to verify the credential sof the college," said Kijum Karga, Registrar cum Secy. Arunachal Pradesh Nursing Council.

"There are three types of nursing courses -ANM, GNM and B.sc. Certificates for all these courses will have to be acquired by attending regular classes. Except for the course offered by IGNOU, no other nursing related degree or diploma can be acquired through distance course, she said as she appealed for the prospective nursing student not to fall prey to brokers."

She cited example of how some Arunachalee students are facing harassment after taking admission into fake nursing college.

"When these students try to leave the institution after coming to know that colleges do not have required affiliations, the college authorities refused to return original documents which they had collected at the time of admission. They were told either to pay complete fees which comes upto lakhs or continue the course. Many such students and parents are approaching us for help," she added.  

Most of the parents and students are lured by the brokers who publish attractive advertisement in local dailies and trap them into helpless situation, she added.

 

 

 

 

Modi to visit Assam today, discuss flood problem

Guwahati, Jul 31: Prime Minister Narendra Modi will pay an one-day visit to Assam tomorrow to discuss a permanent solution to the flood problem in the state every year.

"The prime minister's visit is mainly to find a permanent solution to the flood problem that Assam is facing," state Finance Minister Himanta Biswa Sarma said at a press conference here.

He will hold two series of discussions here during the day and will leave for Delhi in the evening, he added.

The first meeting will be with the council of ministers and state officials.

After that, the prime minister will address a meeting of NDA legislatures from BJP, BPF and AGP," Sarma said.

Asked about the state's demand, Sarma said Assam has enough funds.

"We still have Rs 324 crore of unspent money. Last year the Centre had announced Rs 400 crore (for Assam), but did not send it because we had money," he added.

Sarma, however, said the state government will submit a memorandum with some demands.

Earlier during the day, Congress leader and former chief minister Tarun Gogoi said Modi is paying a "token visit to the state only after facing severe criticism from all quarters as he visited Gujarat, but neglected Assam."

The Centre has already announced an ex-gratia of Rs two lakh each under the Prime Minister's National Relief Fund for the next of kin of people killed and Rs 50,000 to seriously injured persons in the recent flood in Assam.

The PMO requested Assam government to furnish details of requirement of funds along with list incorporating the names of the dead in flood, their next of kin and seriously injured persons.

A seven-member inter-ministerial central team had visited Assam on July 25 for four days to carry out an on-the-spot assessment of flood damage.

The flood situation in the state has improved but one more person was killed in Morigaon district taking the toll in the natural calamity to 83, including eight in Guwahati.

According to Assam State Disaster Management Authority (ASDMA), about 5,000 people are still affected in Lakhimpur and Jorhat districts and 366 people are taking shelter in four relief camps in the two districts.

This year, two waves of floods in the state have affected around 25 lakh people from 29 districts prompting the administration to set up 1,098 distribution censtres and relief camps, where about 1.32 lakh people took shelter. PTI

 

 

 

Chinese troops transgress into Barahoti in Uttarakhand

New Delhi, Jul 31: Chinese soldiers transgressed into Indian territory twice this month in the Barahoti sector of Uttarakhand but the incidents were downplayed by Indian officials today, saying these should not be given "undue importance".

Around 15-20 personnel of China's People's Liberation Army (PLA) came 800 metres inside Indian territory in Chamoli district on the morning of July 25, officials said.

The incident took place just a day before National Security Adviser Ajit Doval left for Beijing to attend a meeting of NSAs of BRICS. It also comes amid the ongoing standoff between the armies of the two countries in Dokalam at the India-China-Bhutan tri-junction.

The first transgression took place on July 15 and the other on July 25. In both instances Chinese soldiers numbering about 15-20 came into Indian territory, stayed there for a while and left, Indo-Tibetan Border Police (ITBP) sources told PTI in Dehradun.

On July 25, the PLA troops entered into the Indian territory and even threatened the shepherds grazing cattle in the Barahoti area during their two hours stay, officials in the know said on the condition of anonymity. The Chinese troops left after the Indian side protested.

However, official sources said incidents of similar nature have happened in the past but are normally sorted out locally and should not be given undue importance.

They said transgressions occur due to differing perceptions of Line of Actual Control (LAC) by the two sides.

"Soldiers of the Chinese army come into our area and leave after staying there for a while. It has been happening for decades. Though we can't call it routine it is not so unusual movement either," said a senior ITBP official on the condition of anonymity.

In July last year also, Chinese troops had transgressed into Chamoli district of Uttarakhand.

Barahoti, an 80 sq km sloping pasture about 140 km from the Uttarakhand capital Dehradun, is one of three border posts in what is known the 'middle sector', comprising Uttar Pradesh, Himachal Pradesh and Uttarakhand.

It is a "demilitarised zone" where Indo-Tibetan Border Police (ITBP) jawans are not allowed to take their weapons, officials said.

In 1958, India and China listed Barahoti as a disputed area where neither side would send their troops. In the 1962 war, the PLA did not enter the middle sector and focused on the western (Ladakh) and eastern (Arunachal Pradesh) sectors.

After the war, ITBP jawans would patrol the area with weapons in a non-combative manner -- with the barrel of the gun facing down.

During negotiations on resolving the border dispute, the Indian side unilaterally agreed in June 2000 that ITBP troops would not carry arms in three posts, Barahoti and Kauril and Shipki in Himachal Pradesh.

ITBP men go patrolling in civil dress and the Barahoti pasture sees Indian shepherds from border villages tending their sheep and people from Tibet bringing their yaks for grazing. PTI

 

 

 

Govt orders LPG prices to be hiked by Rs 4 per month

NEW DELHI, Jul 31:  The government has ordered state-run oil companies to raise subsidised cooking gas (LPG) prices by Rs 4 per cylinder every month to eliminate all the subsidies by March next year, Oil Minister Dharmendra Pradhan said on Monday.

The government had previously asked Indian Oil (IOC), Bharat Petroleum (BPCL) and Hindustan Petroleum (HPCL) to raise rates of subsidised domestic LPG (liquefied petroleum gas) by Rs 2 per 14.2-kg cylinder per month (excluding VAT).

Now, the quantum has been doubled so as to bring down the subsidy to nil, he said in a written reply in the Lok Sabha here.

Every household is entitled to 12 cylinders of 14.2-kg each at subsidised rates in a year. Any requirement beyond that is to be purchased at market price.

There are as many as 18.11 crore customers of subsidised LPG in the country. These include 2.5 crore poor women who were given free connections during the last one year under the Pradhan Mantri Ujjwala Yojna.

There are another 2.66 crore users of non-subs-idised cooking gas. PTI

 

 

 

Nanam Khamiyang hit by flash flood

NAMSAI, Jul 31: Flash flood hit Nanam Khamiyang village in Namsai district on Sunday last. The village was flooded upto two feet but later the water level gradually reduced within a couple of hours. According to reports, the flood occurred due to sudden release of water from some source in Manabhum Hill.

The sudden flood destroyed paddy fields but no human casualty or damage to houses was reported. ADC Namsai along with Junior Engineer and staffs of WRD visited the flood-hit village.

 

 

 

 

Allegation of repeated error unfounded, RGU tells AAPSU

ITANAGAR, Jul 31: While referring to a press release issued by the Arunachal Pradesh Students Union (AAPSU) which appeared in this daily on July 28, the Rajiv Gandhi University (RGU) authority in a release said that the allegation of repeated gross error by the Examination cell of the university is unfounded.

"Some minor errors in totalling of mark in one case was detected and corrected instantly. But the error was due to system failure and was never a repeated case. Further, without considering the internal assessment mark, no result can be declared," the release said while terming the allegation baseless.

"Even if a student appears an examination, unless the record is sent to university by the Principal of affiliated colleges, the result cannot be declared. Further, university till date has always declared the result in time, the release further said.

 

 

 

 

CCFC win first Arunachal Women's League

ITANAGAR, Jul 31: Capital Complex FC won the first Arunachal State Women's Football League beating Arunachal Sporting Club 3-0 in extra time.

The match went into extra time after both the team played out a goalless draw in regulation time.

Bamang Ana of CCFC broke the deadlock scoring in the first half of the extra time. Nabam Kami doubled the score in the second half before Ana made it 3-0.

Earlier, Capital Complex started on a promising note creating several scoring opportunities but failed to score due to brilliant goalkeeping and solid defence by Arunachal Sporting Club.

Achom Degio of CCFC was adjudged "Player of the Tournament" while ASC's Maidyamsai Taidu was chosen as the Best Goal Keeper.

Bamang Ana with 14 goals on her kitty was awarded the Golden Boot.

With this win, CCFC has qualified for the Indian Women League (2nd Division).

Kipa Bharat, Coach of CCFC on this historic feat, said "our hard work and dedication paid off"."These girls worked so hard to reach where they are now," he said.

5 players to represent country in South Asian Karate C'ship

ITANAGAR, Jul 31: Five karate players from Arunachal Pradesh will form part of the National Team for the 4th South Asian Karate-do Championship to be held at Colombo, Sri Lanka from August 3 to 6.

The players are Sinne Mikhu, Chopa Tallo, Doni Yangfo, Raja Yangfo and Yaki Dignium.

Arunachal Karate Do Association Technical Director S. Deben Sharma and General Secretary Bulang, who have been appointed as the Coaches of the Team India, left here for New Delhi along with the five players on Monday to join the national team there.

The players have been selected on the basis of their gold medal winning performance in this year's KAI National Karate Championship.

Directorate of Sports, Government of Arunachal Pradesh is sponsoring the team for the trip.

 

 

 

TCLPeF demands all round development, protection of  Naga

CHANGLANG, Jul 31: The Tirap-Changlang-Longding People's Forum (TCLPeF) in its annual meeting held at Deomali on July 27 last adopted resolutions to press both the state and central governments for all round development of the three districts in the field of education, sports, infrastructure, industries and border huts.

The house also stressed on the need to protect the Naga culture, customs and religious practice as it is fast diminishing among today's youth. Special fund would also be demanded to encourage Naga culture, custom and religious practice of TCL districts, the house resolved.

It was also decided that a team will be soon dispatched to New Delhi to press the Central Government for granting of  special fund to improve the poor infrastructure in two government run colleges in Changlang and Deomali, and also to sanction one more college for newly created Longding district.

The Forum also decided to monitor the ongoing projects being undertaken by different departments for its quality works and completion on a time bound manner. The house further took a serious note of alleged poor infrastructure and development which are going on snail pace and low quality of work in spite of having spent sufficient fund and time by the concern department, said a release issued by Forum president N Changmi.

The Forum further decided to press the Central Govt for early solution to the Indo-Naga peace talk. The meeting unanimously resolved not to accept any solution without involvement and proper consultation with the Tirap-Changlang-Longding Peoples Forum.

The Forum in its release said "For the past several decades, Nagas of Tirap-Changlang-Longding have faced untold suffering and lost many precious lives and we still continue face multi-faceted problems because of which the development in TCL district has taken a back seat. The number of unemployed youths are getting multiplied every year, no job opportunities has been created, fund which are sanctioned for the three districts are too little to see development. Therefore, unless a course correction is made immediately we are going to hit the wall very soon." Both the state and the central governments will be urged to make a serious effort to bring real time peace and development of the people, which can only restore the faith of the people of TCL districts,  the release said adding the TCLPeF) is duty bound to protect and fulfill the desire and the aspiration of the Nagas of three districts.

Earlier, new president of the Forum, N. Changmi assured the house that his new team will put all the best of their efforts for the welfare of the Nagas and other minority groups of CTL districts. He urged the Naga community irrespective of gender and faith to extend full cooperation and support in its endeavour to protect, prevent and preserve  the land, culture and identity.

The meeting was attended, among others, by Wangki Lowang, Minister Agriculture, P. Khimhun, Parliamentary Secretary, Hydro Power, L Simai, Parliamentary Secretary, Legal Metrology  and  Consumer Affairs and Tirong Aboh, MLA and Yumsen Matey, former MLA, panchayat leaders, social workers, intellectuals, community leaders, village chief and GBs, students and Indigenous Faith Society and Church leaders,  release added.

 

 

 

DSJETA holds training on DBT

ITANAGAR, Jul 31: A one day State level Training on Direct Benefit Transfer (DBT) for the Nodal Officers of various districts pertaining to National Social Assistance Programme (NSAP) was conducted on Monday at Administrative Training Institute (ATI), Naharlagun by the Department of Social Justice & Empowerment and Tribal Affairs(SJETA).

The resource person who conducted training was Brijesh Srivastava, Principal Systems Analyst, NIC, Ministry of Rural Development, Govt. of India and he was assisted by Gyati Dolley, Principal Systems Analyst, NIC, Itanagar. Training was done on digitization of data and beneficiaries data entry system on the NSAP portal for Direct Benefit Transfer (DBT) mode from the current financial year. The Nodal officers and officials from the districts were taught in details on how to enlist the beneficiaries, verify duplicity, data approval and validation of data on the portal and onward pushed to the Public Finance Management System (PFMS) for online implementation of the Schemes in Arunachal Pradesh unlike other States of the Country.

Earlier, the Secretary, Social Justice & Empowerment and Tribal Affairs and Women and Child Development, Madhu K. Garg while addressing the training insisted that all the beneficiaries schemes has to be implemented through Direct Benefit Transfer adhering to the guidelines of Govt. of India. "For DBT all the beneficiaries have to open an individual account in any of nationalized bank registered under Public Finance Management System (PFMS) with Aadhar seeding which has to be intensified by the Nodal Officers for maximum coverage latest by 31st August, 2017 and after that it needs to be uploaded in the NSAP web portal," added secretary.

The Director, Social Justice & Empowerment and Tribal Affairs Department Yumlam Kaha briefed about the implementation of NSAP schemes and importance of registering in the portal for transparency and easy implementation. However, the problems and difficulties in collection of Bank Accounts and Aadhar number in the rural areas due to bottle necks of internet inaccessible has to be considered and discussed in length with the Nodal Officers, he added.

Nodal officers placed their grievances of lacking technical supports as well as shortage of manpower in the district Nodal Office. The issues was noted by the representatives of the Ministry of Rural Development, Govt. of India and promised to take up the matters to concerned Ministry for additional one time grants-in-aid for technical supports with requisite equipments and additional manpower from the Department of Social Justice & Empowerment and Tribal Affairs.     

 

 

 

Unemployed Engineers demands re-conduct of JE exam

ITANAGAR, Jul 31:  Terming cancellation of scheduled examination to recruit  RWD junior engineers by Chief Minister as illogical with an intention to harass the applicants, Joint Core Committee (JCC)of Arunachal Pradesh Diploma Unemployed Engineers Association, Arunachal Unemployed Civil Engineers   Coordination (AUCEC) and All Arunachal Pradesh Unemployed Engineers  Association (AAPUEA) on Monday strongly opposed the cancellation of examination and demanded it's   re-conduct.

Addressing the media persons at Press Club here, former Vice President Arunachal Unemployed Engineer Association (AUEA) informed that unemployed engineers are opposing cancellation of proposed examination of JEs, as many unemployed engineers are soon going to be over-aged.

The government cancelled the junior engineers' examination of RWD on July 5 last stating that recruitment would be made through Arunachal Pradesh Public Service Commission (APPSC).

The RWD floated an advertisement of 65 junior engineer posts in February last, and scheduled to conduct written tests on July 8 and 9, 2017.

Vice Chairman JCC Goda Dinung alleged that decision of Chief Minister Pema Khandu to cancel of JE examination was not a part of government policy rather for personal interest.

"If it was part of government policy to maintain transparency, why didn't CM cancel it just after advertisement was floated" Dinung questioned alleging the government of harassing the applicants.  

The CM has taken the decision to cancel the exam just to gain political mileage, JCC alleged.

JCC has served seven days ultimatum to the state government to re-conduct the Junior Engineers examination by RWD failing which they threatened to carry out democratic movements.   

On being asked whether JCC was not in favour of free and fair examination under APPSC, JCC stated that they are not against the government decision to allow conduct of examination through the commission but they are against the timing of the cancellation.   

Justifying their demands, JCC stated that the Commission is overburdened by lot of interviews and delaying the examination would affect some of the engineers who will not be able to sit for exams because of upper age limit.

However, the Joint Core Committee dodged the questions on why they are not blaming RWD for flouting the cabinet decision and went ahead with advertisement.

 

 

 

Govt. College Doimukh shifted to its permanent site

ITANAGAR, Jul 31: The Government College, Doimukh has been shifted from the makeshift campus at Government Higher Secondary School to its permanent site at Midpu on Monday.

The new college campus is located near the tri-junction of Yupia-Potin and Doimukh roads, while it has almost equal distance of about 2 kms from both the District Headquarters, Yupia as well as the Sub-Divisional Office, Doimukh. Spreading over 13 acres of land, the present picturesque site is quite ideal for academic institution.  

In fact, the permanent site was previously used by Khadi & Village Industries Commission (KVIC) and on the expiry of its leased period; the District Administration has allotted the said land for establishment of Government College Doimukh vide allotment order No. DLRSO/PP-97/2016/547, Dated Yupia, the 13th September 2016, informed College Principal, Dr N T Rikam in a release.

The new academic session is being started on August 1, 2017 from the permanent site. The old buildings of KVIC & Arunachal Seva Sangh are being used temporarily for running the office and academic classes. However, a new academic building and few residential quarters are being constructed at the permanent site.

The Government College Doimukh formally started functioning on July 12, 2012 in a makeshift campus initially at Lekhi, near Nirjuli and later on shifted to the campus of Govt. Hr. Secondary School, Doimukh.

 

 

 

Students oppose CMAGY guidelines

ITANAGAR, Jul 31: The guidelines empowering non-technical officials to handle technical matters of Chief Minister's Adarsh Gram Yojana (CMAGY)-2017 has been strongly opposed and objected by All Kra Daadi District Students Union (AKDDSU).

Describing the guidelines prepared by Development Commissioner Ashish Kundra and passed by Principal Secretary to Government Satya Gopal as ridiculous, AKDDSU demanded the Chief Minister for immediate rectification of the guidelines.

The nodal department for Saansad Adarsh Gram Yojana of GOI is RD Department and, therefore, implementation of Chief Minister's Adarsh Gram Yojana-2017 should also be done by technical officials from RD Department, the students' union said.

AKDDSU also opposed the guideline empowering the BDO and EO (RE) to open joint account under the scheme.

While appreciating the initiative to rejuvenate the Arunachal Pradesh Public Service Commission (APPSC), AKDDSU stated that "no state cadre officers, who have ever held the posts, like Block Development Officer, Project Director. Directors and General Managers of any department should be appointed as its members.

 

 

 

Mothers' Vision chalks out strategy

AALO, Jul 31: The Mothers' Vision, Aalo, an organization fighting constantly against drug addiction is coming out with a new strategy to deal with this social menace prevailing in the society.

It has decided to carry out multiple services such as awareness among parents regarding concept of diseases related to drug addiction, tips to recovery and prevention plan and to conduct anonymous counseling to parents and misguided youths. The NGO further decided to escort drug addicts to de-addiction cum rehabilitation centres.

The strategies framed out by the NGO are first of its kind in the state.  The NGO has set a goal to cover every sector and colony of the township under its new strategy. DIPRO

 

 

 

‘Book hotel owners’

ITANAGAR, Jul 31:  All Itanagar Youth Welfare Association (AIYWA) has in a release on Monday, appealed to the Capital Complex Superintendent of Police to book owners of the hotels from where girls were arrested on suspicion of being sex workers on Friday, saying that the owners are the ones responsible for encouraging the crime.  

In a letter to the Superintendent of Police, the Association has further demanded immediate sealing of the hotels under Immoral Traffic (Prevention) Act 1956.  

 

 

 

ANDSU demands re-conduct of selection exam

ITANAGAR, Jul 31: All Namsai District Students' Union (ANDSU) appealed to the Department of Skill Development & Entrepreneurship to re conduct the examination for selection of students for admission in ITI in the district.

In a release, ANDSU informed that 60 percent of the total seats have been grabbed by non-APST candidates depriving the APST candidates in the examination conducted for admission.

Only 17 APST candidates were selected for admission out of the total 37 in different trades, it informed.

 

 

 

Dree sports meet organized

AALO Jul 31: In continuation of the Dree festival celebration, the Dree Festival Committee, Aalo has organized a one-day sports meet with the theme "Be example of inspiration for younger generation" at APPBn Football Ground, Aalo on July 29 last.

During the sports meet, football and volleyball matches were played between the members of Dree Festival Committee Aalo Vs Dree Festival Committee Pasighat in which old and young congregated to showcase their talents.

 

 

 

Summary revision of electoral rolls

YUPIA, Jul 31: A meeting on summary revision of electoral rolls for the next year's General Panchayat Election, 2018 was held under the chairmanship of Deputy Commissioner Tai Kaye at his conference hall here on Monday.

Deputy Commissioner Tai Kaye interacted with EROs, AEROs and stressed upon timely submission of report on summary revision. He asked the officials to conduct proper exercises in their respective circles to enroll all eligible voters. DIPRO

Set an example

Chief Minister Pema Khandu's call to the government officials to perform or be ready to be sacked is a welcome one and it should send out a strong message. The govt employees of Arunachal are notorious for their lackadaisical attitude and corrupt practices. Most of them do not regularly attend office. If one visit any govt offices it is seen that majority of employees starts arriving after 11 am though the official timing is 10 am. Also they leave office even before the actual official time ends. The state government employees are known for holding on to file for months which delays the progress of important projects and push back the developmental activities.

Many important infrastructure projects get hold up due to hassle created by the bureaucrats. Government should take strict action against those officials who keep file pending without any valid reason. They have to develop a mechanism to come down hard on those officials who deliberately keep important file pending for their personal gain. Government should set an example by ensuring that attendance is strictly checked in the civil secretariat. Attendance of all the employees right from Chief Secretary to peon should be checked and verified. If any one comes late without valid reason action should be initiated against him or her. Govt should constitute a team who can visit offices on regular basis and check the attendance.

Do not increase post

Dear Editor,

Through the column of your esteemed daily, I would like to respond to a letter which prayed to increase posts of ADO.

I would like to request to the concerned authority not to increase anymore post as the written exam for the said post has already been completed.

Increasing post would mean that the final year graduate of next session, newly graduate students, aspirants who could not give this year's exam, rejected candidates and aspirants who could not do well in the present ADO exam will suffer for no faults of theirs. Writer claimed that unemployed agri-graduates stand at about 1000 and number is supposed to increase. But he failed to add other stats. That is, only 478 candidates gave this year's ADO exam. And out of 478, many were found absent. How can the mean demand of 478 candidates can be greater than the aspirations of thousands of future aspirants!

ADO written exam is done and dusted. Do not increase anymore post. Instead, declare result of ADO exam as soon as possible and advertise new ADO post for next time. Let status quo prevail.

Meanwhile, I request people of Aunachal in general and writer of previous letter in particular to refrain from making selfish demands and broaden your mind for the greater good.

Lack of scope in veterinary profession

Dear Editor,                   

Agriculture and Animal husbandry are the twin endeavours which are highly interrelated and inseparable and are the backbone of India’s economic status.

Central government has thus, given utmost priority to Agriculture and its allied sectors which is evident through the various initiatives taken under the leadership of Prime Minister Narendra Modi.

On the other hand, looking at the present scenario of Veterinary profession in our state as well as the past records, the department has gravely failed in various aspects whether it is in the production of good quality farm animal products such as Milk, Poultry meat, Piggery sector or a Veterinary Hospital i.e. well furnished and hygienic with specialised doctors to handle major surgeries and cases and a well established Disease Investigation Laboratory to detect major outbreaks like FMD or Swine Flu or an appropriate Slaughter house in the state with veterinary officer as a meat inspector to prevent meat borne diseases and the list goes on.

The common masses and pet lovers have already lost their faith in the Veterinary department by looking at the poor condition of Veterinary Hospital and Dispensaries; they avoid taking their animals for consultation in the sole Veterinary hospital in the state which is in a pitiable condition.

Sadly; animals become the victims of such a pathetic condition by giving up on life. Gone are those days when animals were domesticated just for milk and meat purpose. Today, they have become an integral part of human society and because of this we are obliged to look on the other aspect of human health that is the emergence of Zoonotic diseases. Zoonotic diseases have been defined by the World Health Organisation as those diseases and infections, the agents of which are naturally transmitted between animals and man. More than 300 such diseases of diverse etiology have been recognized. Some important zoonoses are Rabies, Japanese Encephalitis, Influenza, Chikungunya , Brucellosis, Plague, Tuberculosis, Anthrax, Food-borne zoonoses, Ringworm, Taeniasis , Filiarasis, Echinococcosis etc., which is a global problem and there is no option that we can ignore but, an urgent need to take steps to provide better health for both animal and man considering “One Health” a concept that became an approach and then a movement to improve the health and well being through the prevention of risks and the mitigation of effects of crisis that originate at the interface between humans and their various environments.

Hence, approaches to curb out these problems can only be feasible when the Veterinary department will brace up and start transforming.

It is time that “Right to equality” is seen in all profession, as quoted in the Fundamental Rights; all persons are equal before the law and state cannot discriminate anyone on matters of employment. Young veterinarians are enthusiastic and have the interest to change the veterinary sector in the state and work at par with medical profession, thus they need the opportunity to pursue their dreams. At present there is no lack of veterinary graduates in the state in fact there are many who have undergone specialisation in various fields like Masters in Veterinary Medicine, Surgery, Gynaecology, Public Health, Livestock production and Management with the sole hope to bring transformation in the veterinary sector at par with the Medical Department.

Unfortunately, due to unemployment the skills and knowledge that they have gained undergoing specialization is just a degree, as there is no opportunity for them to share their skills and knowledge.

Its disheartening to learn that since 1986 not even a single post has been created and almost six years since the last recruitment of Veterinary doctors, only for the vacant post to be filled.

Ultimately, a void has been created in the man power and the quality of veterinary profession in our state. It is time that State Government takes steps to improvise the Veterinary Department and generate employment to fill up the void, as well as create post for specialists under the sole State Veterinary Hospital Naharlagun.

in fact there should be Veterinary Hospitals with specialists at every major districts in the state in order to uplift the welfare of animal and provide the right to live a healthy life to all animals like man and above all grant the basic right to all the veterinary doctors to serve the state who are no less than any other Doctors in the world.
