Dead body of woman found, police says brutal murder
ITANAGAR, Jul 31: A 24 year old woman, Migrik Lomi was found dead at her rented apartment at Lekhi village here on Monday. Police says that initial investigation points at a brutal murder.
According to the SP Capital Dr A Koan, she was struck in the fore head with a sharp weapon. The Nirjuli police have sent the body for post mortem and registered a case under section 302 IPC. An investigation is currently on.
Investigating Officer Techi Nega of Nirjuli Police station said that Police was informed about the death at around 7.30 AM. He said that room was left open and all her stuffs were found untouched.
Daughter of Nyimar Lomi from Kabu Village, West Siang, Migrik was training to be a stenographer at a local institute. She had been staying in Capital region for less than two months after graduating from Donyi Polo College, Kamki.
The All Arunachal Pradesh Students Union (AAPSU) has expressed shock over alleged murder. In a statement, AAPSU General Secretary Tobom Dai urged police to speed up the investigation and give justice to the victim's family. Further, he expressed deep concern over growing crime rate in capital complex.
"In the last six month, crime graph has drastically increased. Police and capital administration has miserably failed to contain law and order. But unfortunately, no one is being held accountable for this. We appeal state government to fix responsibilities and take action against the officials if they fail to perform their duties," stated Tobom Dai.
The State unit of North East Human Rights Organization (NEHRO) demanded prompt action by police to apprehend the murderer of Migrik.
Stating that the Capital City is no more a safe place to live in because of the increasing criminal activities, NEHRO strongly urged the Home Department to take necessary steps to check the growing law and order problem.
It also demanded Capital Police to arrest the culprits involved in attack on Ojing Tayeng, who later succumbed to his injuries he received in the attack and, also to initiate legal action under Immoral Traffic (Prevention) Act, 1956 against the owners of the hotels from where dozens of sex workers were apprehended couple of days ago.
Meanwhile, the Galo Students' Union (GSU) and West Siang District Union (WSDSU) have in a joint release expressed deep shock over the gruesome murder of Migrik Lomi and vehemently condemned the incident. Both the organizations have further strongly urged the law enforcing agencies to launch speedy investigation to nab the culprits involved in the crime at the earliest.
Further, expressing concern over the rise in the number of criminal activities in the Capital Complex in the past few months, both the organizations have urged the Home department to initiate stringent measures to contain such crimes to instill a sense of security among the denizens.
Home Minister Waii on defensive mode, three identified for leaking sex workers pictures

ITANAGAR, Jul 31: Cornered by barrage of criticisms on social media after pictures of alleged sex workers were leaked out, the home department on Monday went on a defensive and asserted to find out the persons responsible for leaking the images.
Till filing of this report, the police department had already identified three police personnel responsible for leaking the pictures. Investigation is on.
The Itanagar police is being criticised by all for allegedly leaking out images of alleged sex workers and their inability to trace the pimps and middle men in the sex racket.
Addressing the journalists, Home Minister Kumar Waii asserted that department is taking cognizance over the leakage of pictures of the alleged sex workers said that all responsible would be booked under appropriate sections for violating of duty.
The city police drew flak from Arunachal Pradesh State Commission for Women for leaking out the images of the ladies, stating that it was a comprise on the safety of the women who are already vulnerable.
The City Superintendent of Police Dr. A Koan and SDPO Techi Henyir asserted that police is investigating the sex racket case seriously and soon other accused involved in the case including middle men and hotel owners would be booked.
"Very soon other accused would be booked" assured SDPO Techi Henyir.
"We have just started the investigation. After completion of investigation, all the names of the accused would be revealed" SDPO added.
Ato Ayo, Kameng, Paramount, Park View, Panna , Itafort, Koseng hotels and Happy and Sun View Restaurants were raided following a tip off resulting in picking up of 15 sex workers.
SDPO said that it was difficult to arrest the customers as of now, till the call records were checked as the customers and pimps do not divulge the names to the sex workers.
She said that some of the arrested had just gathered at Ato Ayo hotel in Ganga Market to be picked up by customers, when the police raided the hotel.
She said that police would find out the details soon.
On high rise in hit and run cases and road fatalities, Home Minister Waii said that bars in Itanagar have been instructed to close down following the rise in drunken driving related accidents in Itanagar.
He claimed that it has drastically minimized the rate of accidents.
"We have procured 10 breathe analyzers to check drunken driving" the home minister said.
He also informed that for effective management of law and order in twin cities, a proposal for procurement of CCTV had been sent to the Centre under City Surveillance.
"At every strategic location, CCTV would be installed so that law and order could be effectively managed" said Waii.
The Home Minister further stated that police is working hard to crack the late Ojing Taying murder case, and said that due to lack of evidence and proper information, the investigation is taking time.

Meanwhile, the Capital Complex district administration on Monday sealed four bars/restaurants that were operating without proper license. The sealed bars and restaurants are: Classic Bar, Rasoi, a room meant for gambling at Rasoi, and Appo Bar Hotel PYBSS. The sealing operation was spearheaded by EAC Judicial Kiran Ningo and Inspector Tax and Excise along with the police.
The District Administration Capital Complex has been carrying out the surprise checking of bars and restaurants since the last few months.

ITANAGAR, Jul 31: In the wake of recent revelation of untrained nurses with fake certificates and documents mushrooming in the state, the Arunachal Pradesh Nursing Council (APNC) has appealed to the young students to be careful while seeking admission into nursing colleges.
With admission season starting many students are readying to pursue nursing courses and therefore council has appealed to the parents and students to properly check the credentials of colleges before seeking admission.
"Many cases of students taking admission in fake nursing colleges have emerged. Our students and their parents are lured by the brokers who promise them cheap fees and job opportunities. Before taking admission, they should visit the website of Indian Nursing Council at www.indiannursingcouncil.org and also contact office of Arunachal Pradesh Nursing Council to verify the credential sof the college," said Kijum Karga, Registrar cum Secy. Allegation of repeated error unfounded, RGU tells AAPSU
ITANAGAR, Jul 31: While referring to a press release issued by the Arunachal Pradesh Students Union (AAPSU) which appeared in this daily on July 28, the Rajiv Gandhi University (RGU) authority in a release said that the allegation of repeated gross error by the Examination cell of the university is unfounded.
"Some minor errors in totalling of mark in one case was detected and corrected instantly. But the error was due to system failure and was never a repeated case. Further, without considering the internal assessment mark, no result can be declared," the release said while terming the allegation baseless.
"Even if a student appears an examination, unless the record is sent to university by the Principal of affiliated colleges, the result cannot be declared. Further, university till date has always declared the result in time, the release further said.

DSJETA holds training on DBT
ITANAGAR, Jul 31: A one day State level Training on Direct Benefit Transfer (DBT) for the Nodal Officers of various districts pertaining to National Social Assistance Programme (NSAP) was conducted on Monday at Administrative Training Institute (ATI), Naharlagun by the Department of Social Justice & Empowerment and Tribal Affairs(SJETA).
The resource person who conducted training was Brijesh Srivastava, Principal Systems Analyst, NIC, Ministry of Rural Development, Govt. of India and he was assisted by Gyati Dolley, Principal Systems Analyst, NIC, Itanagar. Training was done on digitization of data and beneficiaries data entry system on the NSAP portal for Direct Benefit Transfer (DBT) mode from the current financial year. The Nodal officers and officials from the districts were taught in details on how to enlist the beneficiaries, verify duplicity, data approval and validation of data on the portal and onward pushed to the Public Finance Management System (PFMS) for online implementation of the Schemes in Arunachal Pradesh unlike other States of the Country.
Earlier, the Secretary, Social Justice & Empowerment and Tribal Affairs and Women and Child Development, Madhu K. Garg while addressing the training insisted that all the beneficiaries schemes has to be implemented through Direct Benefit Transfer adhering to the guidelines of Govt. of India. "For DBT all the beneficiaries have to open an individual account in any of nationalized bank registered under Public Finance Management System (PFMS) with Aadhar seeding which has to be intensified by the Nodal Officers for maximum coverage latest by 31st August, 2017 and after that it needs to be uploaded in the NSAP web portal," added secretary.
The Director, Social Justice & Empowerment and Tribal Affairs Department Yumlam Kaha briefed about the implementation of NSAP schemes and importance of registering in the portal for transparency and easy implementation. However, the problems and difficulties in collection of Bank Accounts and Aadhar number in the rural areas due to bottle necks of internet inaccessible has to be considered and discussed in length with the Nodal Officers, he added.

ITANAGAR, Jul 31: All Itanagar Youth Welfare Association (AIYWA) has in a release on Monday, appealed to the Capital Complex Superintendent of Police to book owners of the hotels from where girls were arrested on suspicion of being sex workers on Friday, saying that the owners are the ones responsible for encouraging the crime.

Set an example
Chief Minister Pema Khandu's call to the government officials to perform or be ready to be sacked is a welcome one and it should send out a strong message. The govt employees of Arunachal are notorious for their lackadaisical attitude and corrupt practices. Most of them do not regularly attend office. If one visit any govt offices it is seen that majority of employees starts arriving after 11 am though the official timing is 10 am. Also they leave office even before the actual official time ends. The state government employees are known for holding on to file for months which delays the progress of important projects and push back the developmental activities.
Many important infrastructure projects get hold up due to hassle created by the bureaucrats. Government should take strict action against those officials who keep file pending without any valid reason. They have to develop a mechanism to come down hard on those officials who deliberately keep important file pending for their personal gain. Government should set an example by ensuring that attendance is strictly checked in the civil secretariat. Attendance of all the employees right from Chief Secretary to peon should be checked and verified. If any one comes late without valid reason action should be initiated against him or her. Govt should constitute a team who can visit offices on regular basis and check the attendance.

Do not increase post
Dear Editor,
Through the column of your esteemed daily, I would like to respond to a letter which prayed to increase posts of ADO.
I would like to request to the concerned authority not to increase anymore post as the written exam for the said post has already been completed.
Increasing post would mean that the final year graduate of next session, newly graduate
students, aspirants who could not give this year's exam, rejected candidates and
aspirants who could not do well in the present ADO exam will suffer for no faults
of theirs. Writer claimed that unemployed agri-
ADO written exam is done and dusted. Do not increase anymore post. Instead, declare result of ADO exam as soon as possible and advertise new ADO post for next time. Let status quo prevail.
Meanwhile, I request people of Aunachal in general and writer of previous letter in particular to refrain from making selfish demands and broaden your mind for the greater good.

Lack of scope in veterinary profession
Dear Editor,
Agriculture and Animal husbandry are the twin endeavours which are highly interrelated and inseparable and are the backbone of India’s economic status.
Central government has thus, given utmost priority to Agriculture and its allied sectors which is evident through the various initiatives taken under the leadership of Prime Minister Narendra Modi.
On the other hand, looking at the present scenario of Veterinary profession in our state as well as the past records, the department has gravely failed in various aspects whether it is in the production of good quality farm animal products such as Milk, Poultry meat, Piggery sector or a Veterinary Hospital i.e. well furnished and hygienic with specialised doctors to handle major surgeries and cases and a well established Disease Investigation Laboratory to detect major outbreaks like FMD or Swine Flu or an appropriate Slaughter house in the state with veterinary officer as a meat inspector to prevent meat borne diseases and the list goes on.
The common masses and pet lovers have already lost their faith in the Veterinary department by looking at the poor condition of Veterinary Hospital and Dispensaries; they avoid taking their animals for consultation in the sole Veterinary hospital in the state which is in a pitiable condition.
Sadly; animals become the victims of such a pathetic condition by giving up on life.
Gone are those days when animals were domesticated just for milk and meat purpose.
Today, they have become an integral part of human society and because of this we
are obliged to look on the other aspect of human health that is the emergence of
Zoonotic diseases. Zoonotic diseases have been defined by the World Health Organisation
as those diseases and infections, the agents of which are naturally transmitted between
animals and man. More than 300 such diseases of diverse etiology have been recognized.
Some important zoonoses are Rabies, Japanese Encephalitis, Influenza, Chikungunya
, Brucellosis, Plague, Tuberculosis, Anthrax, Food-
Hence, approaches to curb out these problems can only be feasible when the Veterinary department will brace up and start transforming.
It is time that “Right to equality” is seen in all profession, as quoted in the Fundamental Rights; all persons are equal before the law and state cannot discriminate anyone on matters of employment. Young veterinarians are enthusiastic and have the interest to change the veterinary sector in the state and work at par with medical profession, thus they need the opportunity to pursue their dreams. At present there is no lack of veterinary graduates in the state in fact there are many who have undergone specialisation in various fields like Masters in Veterinary Medicine, Surgery, Gynaecology, Public Health, Livestock production and Management with the sole hope to bring transformation in the veterinary sector at par with the Medical Department.
Unfortunately, due to unemployment the skills and knowledge that they have gained undergoing specialization is just a degree, as there is no opportunity for them to share their skills and knowledge.
Its disheartening to learn that since 1986 not even a single post has been created and almost six years since the last recruitment of Veterinary doctors, only for the vacant post to be filled.
Ultimately, a void has been created in the man power and the quality of veterinary profession in our state. It is time that State Government takes steps to improvise the Veterinary Department and generate employment to fill up the void, as well as create post for specialists under the sole State Veterinary Hospital Naharlagun.
in fact there should be Veterinary Hospitals with specialists at every major districts in the state in order to uplift the welfare of animal and provide the right to live a healthy life to all animals like man and above all grant the basic right to all the veterinary doctors to serve the state who are no less than any other Doctors in the world.
